REGULAR SESSION MINUTES

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on March 14, 2007.

The meeting was called to order at 7:37 p.m.

ROLL CALL

Present:

Anthony F. Kayser; Chairman;

Chairman Anthony Kayser appointed Alternate Travis Simpson to vote in the absence of Elaine Carey, and appointed Alternate Peter Bonzani to vote in the absence of Thomas Fitzgerald. Chairman Kayser stated that the Commission would be voting with seven members.

APPROVAL OF MINUTES

Regular Session – January 10, 2007

Upon a motion by John Grottole, seconded by Paul Roczynski, it was VOTED (7-0) to APPROVE the above minutes.

Design Review session – January 10, 2007

Upon a motion by Kathleen Salemi, seconded by John Grottole, it was VOTED (7-0) to APPROVE the above minutes.

Design Review SESSION – February 28, 2007

Upon a motion by Paul Roczynski, seconded by John Ryan, it was VOTED (6-0) to APPROVE the above minutes.

Travis Simpson did not vote on the above minutes due to his absence at the February 28, 2007 meeting.

ELECTION

APPOINTMENT OF A DESIGN REVIEW COMMITTEE MEMBER

Upon a motion by John Grottole, seconded by Paul Roczynski, BUD SALEMI was voted unanimously to serve as the Design Review Committee Member.

Zone Change Application:  Industrial II (I-2) to Residence I (R-1) on 28.46 acres of land located at the rear of 90 Long Hill Road with 22.79 acres of land requested to be changed from Industrial II (I-2) to Residence I (R-1).

Upon a motion by John Ryan, seconded by John Grottole, it was VOTED (7-0) to Approve the above application.


SPECIAL PERMIT APPLICATION: Under Section 403.2(q) and 403.2(f) to allow a Restaurant/automobile oriented use and Drive-through facilities on land located at 300 Silver Lane.

Applicant: Hines Sudden Service, Inc.

Prior to the Public Hearing, a motion by was made by John Grottole and seconded by Paul Roczynski, to postpone the above application. It was VOTED (7-0) to Postpone the above application to the April 11, 2007 Public Hearing.

MISCELLANEOUS

·       Discussion regarding proposed PetSmart accessory uses.

It was the consensus of the Commission to only consider the proposed Pet Hotel as an accessory use.

·       Monthly Sign Report – January 2007

Upon a motion by Paul Roczynski, seconded by Peter Bonzani, it was VOTED (7-0) to approve the following monthly sign report:

Upon a motion by Kathleen Salemi, seconded by Paul Roczynski, it was VOTED (7-0) to Approve the payment of the above bills.
